There are no dollar ATMs, and if there are, they are empty since the beginning of the crisis :)

If you have dollars on a current currency account, then you are very limited in actions with this amount - storage / sale on the exchange / special deposit lines is allowed. You can withdraw them only through a double exchange - i.e. sale of currency by a bank on the stock exchange -> transfer to a current account in national currency -> transfer to a card account -> withdrawal from an ATM -> purchase of currency (you can skip a card and an ATM if you wish).
