Which type of URL is better short or long?

Hello, actually a question.
There are 2 types of URLs:
1. site/blogs/item/6815- neskolko -voprosov-samomu-sebe
2. site/blogs/item/6815
topic of the corresponding topic.

The first + 301 redirect from the second to the first to use the short version as needed.

The 1st one will be ranked better (especially if the transliteration is correct).
Ideally, remove 6815- from it (it's not such a problem to find content by the full url).
Ideally, if your engine will recognize urls like site.ru/nesko.....sebe, because some forums/sites love to shorten urls, under certain conditions losing their original, full meaning.

If the site is for someone - at the request of the customer. And I always do the second option on my projects. And not because I'm lazy or don't know how to write through slugs, because I like it so much: you can remember such a url by heart, unlike the first one, it's also easier to type it on a mobile device, on Twitter (until recently) these urls are not shrunk and it was nice too. The second is a url for search engines, not people. I do for people.
I also love the trailing slash after the numbers.

The main thing is to take care of unique useful content. And it is even better that this useful unique content appears regularly.
And the effect of these things can be seen on sites only with a large number of pages.
And so, of course, the first version of the url is better, + don’t forget to propseat the title on the page correctly.

All this, of course, is wonderful, wonderful and surprising (about the first option), but let's not forget about such a thing as limiting the URI length in a GET request. Especially in IE.
