There are tools that generate games in the form of HTML pages. This is very convenient, because using Cordova / Phonegap, you can make an application for any mobile platform (and with the help of NW.js and for the desktop). Most require knowledge of at least HTML and markdown or something similar, but this is not an axiom.

If you have os x, but you need it if you are going to do it yourself. Then most likely you will have enough Interface Builder in Xcode. Apple does a lot to ensure that elementary applications are made without programming at all.
