Which text editor (development environment?) should you choose for learning and developing in Python: VS 2019 or PyCharm?

Any, if only not python idle. Just taste. What you need from ide is essentially syntax highlighting and hints as you type.
Try the first, second, at least for a week. Whatever you like more, then use it. Especially for study.
