Which specialist to contact?

You need to parse information from the PPPoker application.
Then I plan to form a table for the site. An example of a table https://clubscan.pro/

From a conversation on this topic, I will attach a screen of a friend's correspondence.60f3669edb9ca807482111.jpeg

To reverse the protocol, judging by the fact that the speaker managed to find out the url, and it is http (not encrypted), then this can be done without debugging the application (and this immediately lowers the requirements for the executor level), i.e. by putting any traffic sniffer or transparent proxy between the application and the server.
There is an ambush - be ready to pay for everything that the application requires for its work (for example, pay for an account or whatever else is required to launch it), because when you reverse the protocol, you will need to run all the functionality of the application in a circle at least once, at least within access to the data you need.
If the application developers start to put sticks in the wheel, interfere with the reverse, obfuscate the transmitted data, etc., this may increase the requirements for the specialist to 'debug', unfortunately you will not immediately determine until you try it, so first give the task - to analyze the ability to determine the possibility (with a report on the methodology), the complexity and cost of the work, and only then choose the contractor.
upd. there, in addition to the windows application, there is an android apk version, its decompilation is easier,
I set jbart on it and I see that the application is written in lua or uses it very actively, they can also be decompiled (but it will not work to patch), just by searching for the specified api http endpoint saw (perhaps another is used or somehow not trivially hidden)
the code is huge, under a hundred megabytes of decompiled sources, plus one and a half thousand luac files
