Which service to choose for the same static IP on a laptop and on an iPhone?

You need the same static US IP for simultaneous use on a windows laptop and an iPhone. As far as I understand, the service must have a website for such a purpose, as well as an application in the AppStore (or is the website enough?). Advise paid applications for such a task (I did not find free ones). Thanks

A virtual machine from DO or Vultr (Vultr in US DCs even had $2.50 per month) and OpenVPN or l2tp.

VPS with a static IP in the USA with an installed openvpn server + OpenVpn clients (there is a free official one in the AppStore).
