I need a site where I can make a list of tasks, where I can manage my team of programmers and chat directly with them. I would also like to be able to write program code on the site. Well, support for the Russian language, preferably.

Egor, the best solution for team work on code is github.com, from the pluses you can use this software without paying. Cons, your project will be open source. For a monthly fee, you can set "privat" access.
There is an analogue, software that you can install on your own server - this is gitlab.com, from the pros "software is installed on your own server", cons - you need a person who will configure additional functions.
