Which server to choose according to the specified requirements?

There are some server requirements.
1) Ability to create 20 virtual machines that will work simultaneously.
In each virtual machine, only the browser will be opened and more and more it will not perform any functions.
The OS in the virtual machine will be windos 7 . All visual effects and all unnecessary services will be disabled. Everything in it will be cropped to the maximum.
2) The server should also have a database that should serve about 200 requests per second, most likely MySql.
3) The apache web server must also be up on the server
. 4) The server must be capable of withstanding about 3,000 open ssh sessions.

The server will be bought and not rented. Can you advise any characteristics or tips when searching for a server according to the specified criteria. I understand that it is impossible to save on this, but it is desirable.
I'm waiting for advice. Or at least a couple of links to servers that can withstand such loads.

Since the load is unknown, there is nothing to say.
In general, now smart people do not buy such things, but rent them in the cloud.
If there are not enough resources, they buy more.
And everything works.
And when they clearly see what kind of load and how much resources are spent, they consider that it is more profitable to buy or rent.
And with a ready-made calculation, they go to the store and clearly say the required configuration.
Rent, customize and test. If there are not enough resources, switch to a more expensive tariff.
As soon as you are satisfied with the speed and performance - go to the store for a specific server, with clear data.
Transfer the configuration to the new server and work, but refuse the lease.
Everything is easy and simple.

It is unlikely that specific advice will be given, because there must be a person who has solved a similar problem recently, because iron is aging quickly. Too uncertain data, too much depends on ...
You either miss and buy a server with insufficient capacity, or overdo it and buy excess capacity (which is certainly not terrible, but it's a shame :) )
