1. Both providers are my vpn. The first is l2tp, the second is PPPoE
2. Both providers operate at a speed of 100 megabits. Honest. Accordingly, 100 megabit routers will not work, it will not make sense.
3. Need a waffle.
4. Preferably not very expensive. I think up to 5t.r I can afford to spend money. 13t.r for TP-LINK TL-ER6120 sorry...
I stumbled upon MikroTik RB951G-2HnD But I could not find clear answers, is it possible to plug 2 providers into it and set up balancing, will it have enough power for 200 megabits .. Or maybe there is a better model?

MikroTik RB951G-2HnD - you can, it's definitely enough in PPPoE mode, there are doubts in l2tp mode, it's better to take Mikrotik RB2011UAS-2HnD-IN with a margin

I can answer on the performance of RB951G-2HnD, I played with it this year, assembly on the stand:
empty shaping and firewall, only masquerading is enabled. No bridges, PPPoE, direct gigabit link with static IP, use-ip-firewall: no, for-vlan and for-pppoe are also no, fast-path is allowed, MTU 1500.
With conntrack disabled, it easily passes 45kpps (for 500Mbps) with a third of the free CPU - did not begin to find out what he ran into.
It was only necessary to turn on conntrack (the mangle is empty) - CPU 100% and 250Mbps (how many packets were lost somewhere, about 15 kpps apparently)
Since conntrack is needed for normal operation with two providers, the CPU is not enough to process l2tp.
