Which project development strategy to choose?

There is a geographically tied idea, a prototype and a well-established scheme for earning. For example, let it be a real estate engine site, a cafe assessment web service, or a toilet search. That is, there is a client with geolocation and associated information within the city-region-country.

And now the startup has grown from the location. Further it is necessary to develop the project in another city or country. From here I see several ways of development:

  1. Parent site extension, localization, translation. organization of financial conversion, etc. the client works with one site, possibly in subdomains or with a permanent geolocation.
  2. Organization of a new company on site with the launch of a new website and separate management.
  3. Selling a franchise for a region for a certain amount.

Develop the franchisee's office and your own admin. At home, you will only add franchisee accounts and watch profits. And the franchisee will do everything that you currently have in the admin panel (if you have one). You can give away a franchise for free and take a percentage of their profits. But at the same time, take some kind of deposit, let's say 100K in case of jambs on their part. At the end of the contract, if everything is ok, return their money to them.
To be more specific, you need to know where the profit comes from and whether it can be traced.

IMHO, I'm not a shark, but I've worked with localization projects, and in my opinion this is the most optimal solution for development:
1) this will allow you to expand the most smoothly, and not abruptly (as I see it in other options)
2) it seems to me that in case of failure (anything happens after all), the number of losses will be less than in other cases (after all, calculating all kinds of risks in advance is the most priority)
