In principle, anyone, but on Delphi 7 / Lazarus it is easier and faster for a beginner to get a more or less sane result. The other side of the coin is that Delphi 7 is too old and does not know how to compile programs with modern hardware capabilities, and modern versions of Delphi are no longer a cake, with Lazarus too, alas, not everything is easy in terms of developing serious applications

Why not Java? The super-simple language and cross-platform nature of applications is great if tight integration with the OS is not required.
