It is better to put the number inside the link: On bucket devices, clicking on a link written in this form brings up a window with a choice of a telephone application (if there are several) or immediately offers to call if it is one.

According to generally accepted rules, the phone is written as +XXX (YYY) ZZZ-ZZZZ or + XXX (YYY) ZZZ-ZZZZ.
The presence of a plus in front of a long sequence of numbers is already a reason for a mobile browser to identify it as a phone.
