Which online testing/certification system to choose?

Good afternoon.
I am looking for a system for online testing, but not as cumbersome (in terms of overall size, number of files, interface complexity) as Moodle.
From the main requirements I can single out the following:
- simple interface;
- support for multiple users-participants (open / closed registration);
- creation of user groups of different nesting;
- a simple algorithm for creating "tests" or downloading "tests" in the form of files (csv, xls) + the possibility of modifying them;
- support for several elementary types of questions (single/multiple choice, text, etc.);
- "testing" = "test" for specific users or groups of users;
- time limit;
- the result of user testing is given depending on the number of correct/incorrect answers;
- storing the history of user results;
- automatic verification of results with the possibility of manual rechecking;
- results statistics: specific test/participant.
Perhaps someone has already met systems with similar functionality or similar options? I would not like to reinvent the wheel, although the topic is rather specific ...

Look at the following online service: letstest.ru
Satisfies all of your requirements, but there are a few exceptions:
- there is no way to load tests from files, but it has a good question editor with the ability to group tests into folders with nesting.
- there is no manual rechecking of the results, but it has a rating scale mechanism to adjust the evaluation of the results.
This is not a public testing site, you will get an isolated testing system with full control over it. There are also no restrictions on the number of sessions / users, and if you do not enter additional "chips", then it will turn out absolutely free.
