Which of the two partners receives a reward if the client went to the advertiser's website using their referral links?

Let's assume that a user visits the advertiser's website using partner A's referral link, but the target action (for example, buying the advertised product) did not occur. At the same time, a cookie was written to the user's browser with the identifier of partner A and with a lifetime of, say, 60 days.

A month later, the same user again visited the site of this advertiser through the link of ANOTHER arbitrator - partner B and performed the target action - ordered and paid for the advertised product.

Question - who gets the referral reward - partner A or partner B?? After all, the lifetime of the cookie with partner ID A has not yet expired - will this cookie be overwritten despite its expiration time?
