Which of the cloud providers (IaaS) in Moscow is the best?

Need a cloud for the company. Move ordinary office things like IaaS to a data center in Moscow - Terminal servers, all sorts of 1C and so on, the main WinServer, but some on Linux.
Who is good in terms of price / reliability?
If there is an opportunity to go to them via gigabit, it would be absolutely fine.
It is impressions and experiences that are of interest, in advertisements they are all beautiful.

CNews recently released a rating of IaaS providers:
www.cnews.ru/reviews/oblachnye_servisy_2016/review...
Before that, there was a review on Habré:

If we compare by projects and reference clients, then good material is provided by TAdviser:

@Sanes

There aren't many of them. Everyone is happy to provide a test. And even allocate the manager's time to select a solution. If you are not an experimental student, but a normal organization.

Did you understand the issue? Who was chosen?
If it is still relevant, I will add from myself.
I think to answer who is the best, I think you need to roam around all data centers)
From my experience: I can tell the selectel data center in Moscow:
1. Terminal servers are kept on racks in the Leningrad region, at the expense of Moscow - I can check with the manager.
2. 1C - they tried to sell us either 1c storage or something else, they have some kind of partnership with them.
3. At the expense of OSes - there are free auto-installers for the Linux family, for Windows you will have to pay a license rent.
4. They are expensively promoted, yes, but in reality .. well, how to say, not ideal, but I have not found the best in Russia.
In terms of reliability: SLA and Tier 3 will hardly surprise anyone. I am more encouraged that they host mobile operators, web hosts and other "data centers".
5. 1Gbps - yes. It would be strange if it were not)
From the pleasant moments. When there were problems with the equipment, they replaced the equipment before I realized what had happened at all. There was a deal with the managers resolving the issue when it was already at the bar on Friday night.
From unpleasant. When there was some kind of blackout, it was not possible to quickly get through.
