any of the common ones.
On what operating system is it better to do it?
Any OS like windows, linux, *bsd can work with the network, execute php scripts, work with DBMS, support apache. Much with the consumption of resources depends on the applications themselves than on the name of the OS. In your case, system resources
1gb ram, 10gb ssd, 1 core
alpine linux or customized BSD is more suitable.

Take centos 7 mini, put bitrixVM on it https://www.1c-bitrix.ru/products/vmbitrix/
choose either your virtualization system, or if you have a clean computer, there is a script in the inzu itself .sh. (server performance depends more on the settings and not on the OS)
Add a site and enjoy.
All you need to do if the sites are not on Bitrix is to correct it by default,
replace it with
The system will already be debugged for maximum performance (only php-fpm will be better), but soberly assess your strength if you are not ready to immediately answer which precache is better and why, then you yourself will not assemble a better configuration.
