Which NA web hosting to choose?

Hello.
Please tell me which hosting in NA (Canada-USA - it doesn't matter) to choose for two tasks:
1) Simple web hosting, Let's Encrypt support, the possibility of simple file sharing through the total commander / LC hoster, something in the CPanel format would be fine ;
2) The ability to have in the services of the same hoster to raise node.js and host applications on MEAN / MERN.
Relatively speaking - so that I can upload a new index.html from one lux to the simplest site and do it in 2 clicks, or rent a VPS / Dedicated and launch an application there so that I don’t have to look for two hosters for different tasks.
Budget - $5-10/month for web hosting.
I really hate amazon with its ugly keys and overloaded interfaces. I want to enter the console from the terminal on the phone using a login-password, and not just with keys. The solution needs to be SIMPLE, not a helicopter simulator.

Droplet + some panel if not strong
I don’t see any problems using ssh with keys, all clients have been able to work with them for a long time

Look towards Vultr. For 5 years of use there was not a single complaint. Venues around the world.
