Which model to choose for providing state-oriented technical support?

Hello.

There are civil servants of a certain category who need to be provided with technical and methodological support in working with a complex state product.
IPB was chosen as the future base for tests, organization of any kind of structure, knowledge base and content management.
But, looking at the numerous semi-live forums a la forum.nalog.ru, the question arises, would it not be better to wrap the services in a landing page that sells?
If you have experience of such contractual interaction, please write the pros and cons in organizing approaches and which one is best in your opinion.
Perhaps the notorious WP with a "store" of services will be the best solution.
