Which Mini-PC to choose on ARM?

Good afternoon.
I now have Banana PI, which serves as a media player with XBMC installed, I wanted to make a mini-Linux machine based on LUbuntu out of it, but everything is very, very slow. I would like a compact device, but more powerful, only Debian-based: Ubuntu, Lubuntu, Mint...
Why do I need it?
I am not always near my computer, so having such a device is very useful, since there are monitors with HDMI in those places. Unfortunately, the budget is limited to 5-6 thousand for such a device, of course, that nettops are no longer suitable.
Main activity: 1-2 tabs in chrome, running small scripts in PHP and Python.
What can you advise?

I have a pegatron with a celeron 1037u , everything flies perfectly within its functions, I bought it for about 6, but until 2014, now it costs about 9k.
I added 8gb and ssd, as a result there is a full-fledged guest / backup computer with passive cooling. There are mint and xmbc, the computer is connected to the TV set.
You can watch something like this on Ali for 6k rubles, but this is an atom and a fixed amount of RAM, and you can only dream about fast hard ... The
alternative is a little more expensive, on Ali for 7800 celeron n2830 .
