Is it possible to buy the simplest ARM processor and video chip in cases that are convenient for self-soldering?

Is it possible to buy on the radio market a simple video chip and an ARM processor in hand-solderable cases and bindings for them and assemble a portable console of the NES or Sega Megadrive level yourself? What difficulties will you have to face?

And what do you think is convenient for soldering? DIP? QFP? BGA pitch > 1mm?
The fattest chip in the QFP package seems to be iMX.233 . But, firstly, it is better to do this on an FPGA, IMHO ( have you read this?). And secondly, it is much easier to buy a board with everything you need already soldered, unless, of course, soldering is an end in itself.
PS And it's better not to buy on the radio market, but in stores like terraelectronics.

If you just need to bring out interfaces and build your board by adding a processor and peripherals, take SoM. Aria will do, soldering is relatively easy. If my information helps to narrow the circle of searches, I will be glad.

The main problem is not in the processors, but in the memory. There are processors in QFP, there are even in DIP packages (NXP Cortex M0), but most of the processors are in BGA packages and the memory is also in BGA. The only chip with an arm processor on board and memory is Broadcom, which is partly why the Raspberry Pi costs so little. You are advised the right decision - buy SoM - also look at Sitara and OMAP processors and modules based on them from Texas Instruments (TI).
Although if you yourself program the graphics as in eight-bit set-top boxes, then you can just get by with a Cortex M3 processor (look at NXP or STM). Another way is FPGA - you can make almost the entire prefix (processor + simple video card) inside one FPGA - look at the Mars Rover project.

Arms have 176HLQFP - TI has AM1705, Atmel has ... but this is all the lowest class of ARMs, not rich in functionality.

question you have no idea how the console (computer in general) is arranged, you are not able to google what a composite / component signal is, you have not mastered OpenAL, but are you ready to solder the set-top box, moreover, with one soldering iron? Yes, you are a maniac.
