Ubuntu, it is actively developed and popular. There are glitches, but the community is so vast that all solutions are googled without problems.
In addition to Ubuntu itself, there are also a bunch of distros based on it with different desktop environments for every taste and color.

Don't know about layout, but you can get Rails everywhere just by installing Ruby and using gem(usually `gem install rails` if for four) to install it. So here you have a lot of choice in taste and color....
