If for the web, then a powerful laptop is not needed. I would be attracted to a laptop with a core i5 or higher and at least 8 GB of RAM. You can take a used macbook, you can take acer swift 3 for example. I also do web browsing on pentium gold and 4 GB of RAM. You can also take ASUS Laptop 14, BUT it does not have a system. You can install Linux on it.

With rare exceptions, this is enough for full-fledged studies, their projects and other trifles.
But when you work in a company, from home, for example, then there is a chance that you will have to deploy the entire project, with databases, etc., in order to develop. Here you may need something more helpful.

1) Mac infuriates me because it does simple tasks well. But for more complex tasks like Photoshop, complex development, you need to be very confused. But for starters, a used Mac is a good choice.
2) It was correctly written above that the main thing is ssd and a good screen. As for the screen, I would advise you to buy a monitor - it will be larger and more convenient than a laptop screen. Again, there will be two windows to work with.
