Which laptop to choose for web design, editing and basic tasks?

Friends, hello everyone. Faced with a dilemma.
I have never used an axle, but now I have to buy it.
Task pool: web, ux/ui, video editing, basic tasks with a million browser tabs.
Now I’m choosing between two in the price segment of $ 2300 https://catalog.onliner.by/compare/mr932+rz0902887...
One, objectively, is only work tasks, and the other is a full-fledged stationary computer and also gives you the opportunity to play (rtx 2070 and 144Hz).
I would like to hear an objective opinion and your advice.
Will I stupidly pay for the axis and get nothing or a low-quality laptop.
Thanks

In 2020, buying a macbook 2018 is definitely not worth it. Either pay extra for a macbook pro 16" or wait for the new macbook pro 13" 2020 to be delivered to you with a new keyboard and fast RAM (model MWP42LL or i7 can be equipped on your budget).
It will be slightly worse than 16ki, but definitely better than 15 "2018. New-old keyboard, newest processor, very fast RAM and 512SSD (if you want to do editing, 256 will not be enough).
PS. As for Windows, it’s like everyone’s choice, you won’t find any intelligible comments on this, for example, I don’t play on a computer and a video card and 144Hz didn’t rest against me, so I can say from my tower that the raiser is shit. But there is a person who is exactly the opposite. I hope you get the gist. For example, having worked on macbooks, even with their problems I can say that they are shit - but anything else will be more shitty, there is no such warranty support anywhere in the world. Attempts to return were more than once and still no one knows how to do better. Sad plastic cases, trackpad, keyboard, screens (it’s not even about the retina, but about the backlight - I tested computers more expensive than a MacBook and they have uneven backlight, I haven’t seen this on a MacBook ... Although in 2016-2017 models it’s still in the corners had a little light and color changes on black (to purple),

Are you sure you need a laptop?
I have a macbook pro and a desktop pc (2060). It is much more pleasant to work for a PC - much faster, a large monitor, more memory, no problems with upgrades, a normal mechanical keyboard.
The laptop is convenient to use only for code. Retina screen and console out of the box. But drawing or editing videos is, of course, such a thing.

My personal experience is that designing on a Mac is 1000 times more comfortable. Edit video, it depends on the tool, in Final Cut I edit 4k video without any lags at all. Premiere Pro again works more stable, on complex projects it slows down in the same way, but it does not crash into an error as it often happens on Windows.
A standard case, when two browsers are open with a bunch of tabs, Photoshop, Illustrator, Sketch, and little things - no problems at all. The previous laptop was on Windows (i7, 16gb, ssd, discrete vidyuha) and I could not afford this, everything was stupid.
I work on Macbook Pro 2015, i7, 16gb
