Which tablet or laptop to take for Adobe illustrator to study from scratch, inexpensive, as I will still master it, even from budget ones, but to support Adobe ??

any laptop with a modern processor from Intel i3 or higher + 8GB (minimum) of RAM + ssd 256

I can recommend laptops from asus tuf gaming, I myself use adobe illustrator, work comfortably
