Which IX (traffic exchange point) is Rostelecom SPB connected to?

Over the past few days, the speed of the Internet connection at the operator Rostelecom has dipped dramatically, dozens of times. I would like to know if it is possible to somehow monitor the network load, as is possible with other operators connected to various traffic exchange points. If there are other ways to independently monitor the load - I would be glad to know.

What is 'Internet connection speed'? Medium speed? Channel speed? The speed of data transfer from point A to point B using such and such a protocol?
Even if you find out the load of uplinks of any (generally, not about Rostelecom) operator, in order to correctly interpret this data, it is necessary, in general, to know the commercial side of its relationship with upstreams - who provides what 'band' to whom and under what conditions. I don't think this information is easy to get.
If you have dropped tcp data transfer rates to different hosts outside your network, try to determine what exactly has changed (errors on ethernet uplink due to duplex mismatch, large number of tcp retransmissions, mtu change, 'traceroute' change) ) and contact the operator's technical support with these data. From my point of view, this is a more constructive approach, if, of course, the goal is to correct the situation.
If you want to monitor the 'quality' of an uplink, then, in my opinion, it is reasonable to monitor several parameters at once (ping to an external server via uplink, data transfer rate to the server via udp, via tcp via uplink). But even based on these data, conclusions should be drawn carefully. Roughly speaking, the 'speed of the Internet' is affected by many factors, and only a few of them are available to your observation.
