Does the anti-piracy law apply to content proxy service owners?

The question of interest is whether the anti-piracy law applies to the owners of the content proxying service, i.e. Let's say the site has OpenAPI VK enabled on which you can post all sorts of prohibited messages. Will this be considered a violation for site owners? Logically, OpenAPI loads from vk directly to the client, and what in this case with OAuth is not at all clear, because vk data goes through the server and acts on behalf of the server owners rather than vk

No one will deal with such technical details.
If you take a screenshot and you can see prohibited content on it, then, yes, you are to blame.
If you have a CLASSIC PROXY, that is, you pass content through yourself, but it is not displayed on your site (and the proxy is not a website at all), then you are out of business.
