Which is better to use dh_make or dpkg-deb?

If you create packages through dpkg-deb, then you just need to put all the required files into a directory and call
dpkg-deb -b dir .
it and the package is ready. But in dh_make, things get a little more complicated.
I would also like to understand how the packages differ from each other. There are binary and dev packages, do they differ in some way except for the files put in them? There are some other source packages.
