Which is better phone or webcam?

I dabble in ready-made neural networks and opencv, I bought a stationary computer on it, obviously there is no camera, the question is: what is better to use a fullHD webcam or a phone as a webcam through an application? I would like to use a 4K phone resolution, but I also want 60fps at least fullHD, I ask because it’s a pity for the webcam, and I don’t know the application for android (you never know what else it does in addition to the declared one) IP Webcam, I have a Windows 10 galaxy a8 phone

The application, if it is installed from Google Play, most likely does nothing other than what is stated. So the best option for you is to take the application and try it, if you are not satisfied, you will think about buying a webcam.
