If we take pure IPSec, then there are few clients. There is a standard client built into Android, there is Strongswan. There is TheGreenBow - paid, there is no broken line even on w3bsit3-dns.com (if there is, I will be very happy to link to the soap). There are clients that work only with specific hardware - NCP, for example.
With Mikrotik, for example, it was not possible to launch a single one. With linux (strongswan), the client from strongswan has earned. Yes, authentication everywhere by certificates, by PSK may work, did not check.
