Which is better for seo small css or html?

there are two sites weigh the same if you take all their files together, but site 1 has more code in html and css weighs little, while site 2, on the contrary, html weighs little and css is huge.
what will be better in terms of seo 1 or site 2?

From the point of view of SEO, the amount of code does not directly matter.
The amount of code affects download speed, and download speed affects SEO.
I recommend that you evaluate the download speed and draw conclusions based on this analysis.

the conditions are not quite correctly described, I understand it there about the same content, but one has more html elements, and the second has the same styling tasks achieved using css. If so, then the first one has clearly excessive nesting and is probably worse for seo.
