Which is better: courses or college?

I live in a small town, here, in my opinion, there is a very weak technical school and the direction of programming, and at the institute there is simply no programming at all. My friend studies at this technical school as a programmer and says that there are only four courses, he is already in the second, and they are not taught to program, but they consistently set homework in discrete mathematics. My mother insists that I go to this technical school and finish it. I graduated from a technical school as an economist-accountant, but in my last year I tried and realized that I wanted to do programming.

I think that going to a technical school to become a programmer is a huge waste of time, because there is a lot of information that is not useful and it is much better to sign up for some long course for 9-12 months. What do you think? Are people who complete such courses well hired?

The institutes are full of students who download essays from the Internet, take sessions at the last moment, skip couples. Do you think that students who graduated from the institute and received diplomas - do they all understand what was in the program?
It's the same with courses. Completed courses - no one. Those who have shown their knowledge are already someone. Therefore, no one cares what courses or no courses you completed, what matters is what you did, where you programmed.
People go to college not to become a programmer, but to get a higher education. Which includes many different areas.
A programmer can be learned separately. School and technical school were supposed to teach you how to learn. Find study materials, documentation, read, understand, and practice.
If you are not able to study on your own, but the courses are also unlikely to help.
