Which IP camera to choose for video surveillance?

Need help in choosing IP cameras for organizing video surveillance of a single-entrance house. Cameras both outdoor and indoor.
Requirements:

• Temperature range from -40 degrees (for outdoor)
  
• Cost ~200$
  
• Night shooting without glare both with and without external lighting.
  
• Anti-vandal
  
• PoE Power
  
• [email protected] (Overall picture quality must be good so that you can make out a car license plate or a person's face)
  
• Preferably with a varifocal lens to adjust in place
  

If the camera is more expensive, but will be very good, then you can consider increasing the budget.

I highly recommend www.hikvision.ru/products/ip/ir/DS-2CD2032-I . The price on aliexpress is around 4800 rubles now (with free shipping).
Without varifocal.
Suitable for other requirements, except that it is 3MPx (~ 2000x1500 - more than full HD) and 20 frames per second.

I have always bought Hikvision for myself, so I can recommend their camcorders . I recently put a DS-2CD2720F-IS (2.8-12MM) in the country, only without a varifocal lens. I think it will suit you too.
