What Html ide allows you to create css automatically or go to the css rule by, for example, ctrl+LMB like in java classes?
Now I'm using sublime, it's a good thing, but it lacks functionality...

Any php ide, I'm sure that there are necessary plugins for the sublime, brackets were advised above
