If, in your understanding, it's inexpensive - $ 10 per month by subscription, then take photoshop cc. I am solving this issue myself. I come to the conclusion that Photoshop has no alternative. And it's not a matter of functionality. Simply, if web design is not a hobby, then you will have to deal with psd. Definitely. And, most likely, with a psd made in the latest version of Photoshop. And it is very likely that the alternative editor will not have full support for all the bells and whistles. And there will be pain.
