Which GOST should be used?

There are two GOSTs:
1. GOST 2.701-2008 Unified system for design documentation... (PDF)
2. GOST 19.701-90 Unified system for program document... (PDF)
There are three questions:
1. GOST number "1" is applicable only to PRODUCTS (material objects)?
2. Can it be used to describe the structural elements of an automated system?
3. GOST number "2". Do I need a frame with the main inscription when making schemes according to this GOST?
Of course, I carefully read these standards, but the clarity has not increased. I would be very grateful if any of the respected participants of the Toaster have a sad experience of following these GOSTs. This is really important to me. Thank you.
