Which freelance service to choose for developing a web project?

I am an IT specialist, and for our company, I am quite enough alone, I can write technical specifications, accept and test too, but sometimes when you need to make some kind of project, you need a good specialist. And why take a person on a staff when you can, just do it once, deploy and lay it out? :)
Therefore, I think it's time to create an account in the freelance service. There are so many of them, I don’t even know where to start, because creating a customer account means throwing a little babosik.

All from personal experience, 7 years as a customer, and from personal feelings (this is not the ultimate truth):
freelansim.ru - the quality of freelancers is slightly higher, the price is higher. More suitable for projects. Fewer users. It's not free, but it's budget friendly. Perhaps this cuts off some of the students. The feedback system is nothing.
fl.ru - many schoolchildren and beginners, but cheaper, but also a little worse with reliability and quality. More suitable for small one-time tasks. More users. Sometimes they throw. The feedback system does not give a clear picture. Conditionally free.
weblancer.net - fewer people than fl.ru. According to my feelings, we are more loved by the guys from Ukraine, and as a result, with more budget prices. Free. Reviews - more or less adequate.
