Which free forum engine to choose for the tenants of the house?

A simple and free forum is required for communication, exchange of experience, and solution of problems of tenants of an apartment building.
From hotelok:
1. Separation into sections with different accesses of different groups: management, employees of the Criminal Code, residents. The main part of the sections is generally closed from non-registered ones.
2. Registration with pre-moderation, but as simple as possible and with the ability to enter through social networks (VK, OK, FB).
3. Something like karma or gratitude.

Simple and light: Punbb / Fluxbb (with straight arms and modules you can make it beautiful)

phpBB was successfully used for these purposes 5 years ago, though item 2 was not taken into account then.
each owner was given an envelope with a login / password
, thus ensuring the necessary anonymity during voting in order to avoid "showdowns" in real life.
