Which environment to choose for writing a cross-platform Andriod+Win application?

There is a desire to write an application - something like a text editor, with the function of overlaying text on 3D shapes with scaling, filling with color, dragging, etc.
The picture should look more or less the same on a smartphone and PC.
Between devices there should be a simple synchronization.
I would like the logic for both platforms to be the same in (C ++) because. I am familiar with him.
For the graphical part - UI, I think it is not necessary to learn Unity or CryEngine, something very simple will do (what? OpenGL?).
I don’t know anything other than C++ (MFC doesn’t count)), I don’t have experience in developing for android, but I have a desire and a little time.
