Which engine to choose for the next task?

Good day. We need an engine for the project - bulletin boards. The project already has a prototype. The project involves access, payments, communication between users. I left ads on freelance sites, advised to do it on WP, Joomla, if cms, there were suggestions to do it on yii. But as they say, every sandpiper praises what he is best versed in.
I "wandered" through various forums and now I'm leaning towards drupal, because. it is more flexible in terms of customization, there is also DLE. Finances are limited, so I'm only looking towards open source. The site does not involve high traffic, but the project will grow and it is desirable that the engine does not deflate under load. There are also moments with SEO, security, etc.
As a result: WP, Drupal, Dle, Yii
Which engine to choose, maybe there are any other solutions?

1. Bulletin boards are a deliberately stillborn project against the background of Avito and social networks
2. Bitrix, a million times convinced that it fits any task.
3. If there is no money even for CMS, then is it worth doing it at all, since subsequent promotion to the level, at least of the city, will come out more expensive than cms at times.

I would advise you to take a "ready-made bulletin board engine". them like dirt on Russian roads. yboard comes to mind, at least it is its functionality that I read to the "customers of bulletin boards" who contact me.
but since you won't succeed, my sincere advice is this: leave the idea. save money and time.

If it is still relevant, then try to do it in Yii2. It will do for the first time. A bulletin board is not worth the effort to make it on laravel, unless of course you have a mega project.
And one more thing:
1. Instagram appeared when everything seemed to be already. If they tell you that nothing will work out, it will not work out for the speaker, you have nothing to do with it.
2. Bitrix is ​​​​a commercial CMS, in my opinion, you should not use commercial CMS, because it is always a dependency, do it either on a public CMS (Joomla or WP) or on a framework (Yii2, laravel, etc.).
3. When choosing a development tool, don't forget "Every sandpiper praises his swamp".
4. I agree with you regarding the promotion of the site to the city. If you do it yourself (this is not as difficult as it seems), and do not pay intermediaries, then you can meet the democratic amount.
