Which engine to choose for an online store with a good API?

Which engine to choose for an online store with a good API for the Russian market?
Magento, WooCommerce, 1c-Bitrix, PHP-self-written
Functionality is needed:
1) Mulgorod, so that there are several independent cities (with their own goods, managers), BUT the user can switch between them
2) Loyalty program module
3) Good API (for users and work with goods and orders)
4) Ability to import goods
Not very demanding on the system, low cost. So far I'm leaning towards WooCommerce as WordPress is quite popular and has a lot to offer.
UPD: And perhaps someone is aware of .NET solutions?
