Which encyclopedia framework to choose?

Purpose: to create a site similar to an online encyclopedia on a narrow subject area for specialists.
Functionality: on the front end - a search string, authorization, a personal account with the ability to exchange messages between users, on the back end - a database.
I am engaged in science, I am satisfied with the profession, I do not plan to retrain as a programmer, therefore the factors "number of vacancies on the market", "what is fashionable", "what salaries" are not important. There is a desire to understand what-how it works and accompany the project, so I don’t want to order from the side. There are basics of html, css, sql, python.
Question: what technologies / frameworks to study for the successful implementation of a specific task? There is time to study, so the option "on the knee and quickly" at the beginning and painfully in the future is undesirable. From a variety of frameworks, eyes run wide. The obvious answer - python frameworks - turned out to be non-obvious, I'm looking for an alternative.

I would recommend not to write, but to take a ready-made wiki or confluence engine. Of course, you will understand worse how it works inside, but if the goal of "understanding it yourself" is secondary to "creating an online encyclopedia", then why not start right away with its creation?
