Hello. Who would you advise if you do not want to contact Russian registrars. But as I understand it, there will be no sense even if I buy a domain in the .ru zone from an American registrar. In case of litigation, they will apply to Russia. I understand correctly? Thanks in advance.

In the presence of the Great and Mighty Internet cutoff, this no longer matters at all.
If the domain is in the .ru zone, I would choose the Russian registrar.
