Which DNS server to choose?

Hello.
There is a server with ubuntu. Requires a DNS server that meets the following characteristics:
- Ability to work in authoritarian mode for some zones.
- Ability to work as a caching forward server for other zones.
- (!!!) Ability to set priorities for forward servers (the server must forward requests to a specific server, and if it is not available, send a request to the next one in priority)
Now bind9 works, but it does not suit the lack of the ability to set the priority for forward servers.
Please tell me some kind of dns server with such capabilities.

In general, it's strange, why do you need a different DNS server priority? Your server updates the zones in the same way, by priority, or what? That is, if 2 out of 3 DNS servers fail, then the server with the minimum priority will not be given the same address as on the two servers with a higher priority, do I understand correctly? :)
You need to solve the issue with synchronization, and not with priority, IMHO.
