Which direction is better?

I am faced with the choice of choosing a direction at the institute.
What direction should I focus on, given that I want to learn to be a system programmer? (no need to talk about the uselessness of higher education, that's all I know :))
Information systems and technologies or software engineering

At the moment, in Russia, the university makes sense not as a source of a diploma (papers, but they look at its availability, some even read the first three words of the specialty, more often they look at the faculty if the recruiter himself studied there), but as a place where there is an opportunity! learn to learn.
Choose where there are more beautiful girls / guys, to your taste (seriously, look at the number of students of different genders in senior years), you can get more from this than from choosing a specialization. You live in such a company for at least 5 years (I know students who parachute for a fee on one course for decades, only to have a choice further, but it seems to me a very neglected case there)
It doesn’t matter what they read to you at the lecture, ultimately what matters is what you will be doing at the same time (of course, it’s convenient if the lectures coincide in your specialty or even areas with your activity), you will find for yourself or even a job. It is self-collected knowledge that can be more valuable than what you were hammered into at the university. And yes, the theoretical foundation, ready and on a silver platter in lectures, can simply be psychologically easier to perceive than on your own, when there are so many beautiful girls / guys around. And closer to the end, you may have the opportunity to consult with teachers on your topic, believe me, it is very convenient when your (hobby or work) lesson coincides with a term paper / diploma, this is an order of magnitude better than boring copy-paste (even if it is from a teacher’s manual / book) / manager).
ps first

information systems and technologies - a more generalized specialty
; software engineering - more highly specialized
