Which desktop PC to choose for work?

I want to upgrade my PC for work. I do web development. I'm not very well versed in hardware, I wanted to ask for advice from more experienced comrades. During operation, the following applications can be simultaneously launched:
1) PHPStorm IDE;
2) IDE Sublime Text;
3) Adobe Photoshop;
4) multiple browsers with multiple open tabs;
5) Skype;
6) console;
7) other not very resource-intensive applications.
Now my PC is:
- Processor - Intel Core i7-2600K @ 3.40GHz;
- RAM - 4 GB;
- mat. board - GIGABYTE GA-PH67A-D3-B3;
- video adapter - asus eah6870 series;
- OS - Windows 7 Home Premium x86.
Often when Photoshop is open, it feels like there is not enough performance. Maybe you should take a 64-bit OS with at least 8 GB of RAM? What would you advise about choosing a PC in general?

you have a normal stone. If you change, you will also have to take a new motherboard.
finish up the memory to 16/32 GB, install ssd, 64-bit OS and quietly use it for at least a few more years.

I agree with the above. Only if you install an SSD, be sure to connect it to a SATA 6 Gb / s port. Do you have 2 on your motherboard?

one more piece of advice, for photoshop select (create) one partition (empty, gig for 4-6) and drop the swap file there, it will work faster. although, most likely it is not necessary on new computers, I did it on HDD and not SSD.

Had the same problem, bought a new PC on i7-7700K. Duck, I do not advise you to change the processor.
You need 16GB of memory with low timings, a screw SSD for the system (I recommend M.2 Samsung 960 Pro) and a GTX1060-1080 class graphics card
