Which cross-platform tool to use to curl an interactive video?

You need an interactive video app that records and plays video in video. My plan is to have the cloud app work on all platforms in the future (web app, iOS, Android, Desktop). For now, I want the easiest and fastest build platform. Then we can move slowly to other platforms. I prefer to start with any tablet or MS Surface, we can go to the cloud later. Right now I'm looking for ways to implement such an idea, on what can I write such an application?
