Which CRM system is suitable for the construction business?

I have a small construction business. Permanent staff of 19 people, the rest are contracted. The problem of communications and reporting between all participants in the processes has become more acute. I tried more than 20 services and various systems, I was most pleased with Zoho products . Perhaps we would stop at them, but we need a local solution.
The prospective client buys an apartment, the reelter, with the consent of the buyer, communicates the contacts to my manager, who organizes the interaction between our organization, the client, the subcontractor and the suppliers. After formalizing the intentions for cooperation, the estimator travels to the site, takes measurements and calculates a preliminary estimate according to our price lists. We compare the price list with various classifiers. If the estimate suits the client, we conclude a contract for design work. The client's requirements are transferred to the contractor, who returns the package of necessary documents to us. Next, we play a competition for the work and conclude a contract.
Changes and claims may occur during the course of work. To minimize the risks, we store all the documentation and the history of changes (design, contract, estimate documentation, photos, videos). This is the main plug. There are quite a lot of materials and they are weakly interconnected. You have to maintain a separate register of changes and links for the project. We set all the tasks for contractors in Redmine , we act in it. We store all media content in Lightroom libraries . Many more directories, with various unstructured content and drawings.
Some clients want to have access to the history of calls and documentation changes, as well as media content. Recently, they began to make broadcasts for clients in Perescope. Which reduced the load on our ftp.
The average amount of content growth per client is 8.5 GB per month. At the end of the year we carry out a general cleaning.
We need to have a single system on local servers with a functionally related interface.

I’m afraid you won’t find anything out of the box,
as far as I know (I may not be aware), there is no single system. The most offensive, not for a sane price, not at all. Most people know how to do one thing, either collect leads, or track tickets / tasks.
The same project management or workflow gives different degrees of butthurt with varying degrees of customization.
In general, everything is in the Jira and its ecosystem. With different, alas, the complexity of integration and performance.
But, perhaps, everything is simpler for you and you can limit yourself to domestic Megaplan and Biitrix. Xs only how to refine them, Bitrix type is possible, but there is no Mega type.

And finally, there is what you need: odoo, or there alfresko. Both are workable and positionable. But there are no progers for them, and to prepare your own - too, more than one month to understand.

- nothing will work out of the box,
- an average of one and a half million is required for improvements and integration,
- even after all the integrations and improvements, I will have to constantly integrate into the legal field,
- in my case, the system saved me less than it actually took to support ,
- it was decided to abandon the frontend in favor of the local system,
- I will distribute the prototype in the near future, focusing on + OFD.
In the future, it should become a commercial project on the territory of the Russian Federation.
