Which CRM or project management to choose

Hello! I've been searching for a long time with no success. The bottom line is, I need:
Customer Management System (CRM)
Project Management System
or it is called something else.
Here is a list of what you need:
REQUIRED:
Have such a system on the WEB (on your server) or locally, but with a connection to the database, for example MySQL
Now, in essence:
1. Adding clients, account. employee records, rights management, affiliate program
2. Adding orders, goods, services
3. Statuses, such as new, in processing, closed, etc.
4. If a person has added an order, he should see his % from it
5. Email / SMS distribution - not necessary
6. Reminder / notification system
Here is a small list of what you need. I just didn’t find it in free ones, and web versions are very expensive, but I want to have such a system on my server and finish it as needed.
And, not unimportant, is its DESIGN.
Of those that I found - ActiveCollab, but there are not big problems with translation, not everyone will be able to navigate the English / Russian system, there is no time to translate yet, but if there are no options at all, then we will cut it.
One more. Can be similar to collect from components of CMS systems???
I would be grateful for your help in solving a difficult issue.

More than once I chose CRM and issue/bug tracker for different projects.
If you need CRM for your sales team, then there is nothing better than Sales Force, in my opinion, but it is very expensive (about $50 per month per person). There is a great alternative - SugarCRM. If you install on your server, then you do not need to pay anything. The Russian-language version, most of the functionality duplicates Sales Force, convenient reports for management, it’s hard to remove the database, you can send letters from the site based on filling in templates with customer data (this saves a lot of time even compared to templates in GMail), automatic detection of customer interest on based on its behavior, integration with mailing services (to send information about discounts and track reviews), when buying a Premium version, you can use mobile applications, can stimulate salespeople to fulfill the plan,
The rest of the CRMs I know are inferior in functionality, but the design of SugarCRM is specific and I would not recommend using it for other departments of the company.
Of the bug/issue trackers I currently like the most:
JIRA
YouTrack by JetBrains
OnTime
TargetProcess
Listed in order of ease of use. There are a lot of plugins for JIRA and you can customize it as you like. It is very convenient both for development and for other departments (including support, but excluding sales). The rest are more suitable for development, but you can set tasks for other departments. Everyone has an Agile Board with all the accompanying functionality, which is very convenient for planning iterations and visually assessing the status of a project. Although if you don't really need the latter, then you can use almost any tracker - Basecamp, etc.
I do not recommend Track and RedMine at all, although the latter is better, but still the GUI is often very annoying there, and the tracker should be as convenient as possible or instead of being useful, it will annoy the team.
To sum up, I advise you to use SugarCRM for the sales department and JIRA / YouTrack for project management, bug tracking, etc. You should not look for one ideal solution - the tasks overlap slightly, it is better to use professional tools for these two groups.

it was rightly said here that what you want may not immediately be in one system, but for example in SaaS CRM iDiGonizer - it is possible to add any functionality that you need, the system is specifically designed for this, although it already has many useful features

I recommend using the "Client Base" from the CRM system. The developers have optimized the base, updated the interface, opened access to the Internet. It is easy to work with this system, plan goals and objectives, and make reports. I've been using for over a year now.
