I ask you to tell me in which country to rent a VPS / VDS to organize a personal VPN server?

The VPN server will be used for legitimate purposes (i.e. no dark web, prohibited substances, weapons, etc.).

You are not asking the right question, it is important not so much in which country the server is, but in whose jurisdiction the hoster operates and how legal your activities are there. I will explain why this is so with an example, there are three servers, all in Germany, one is digital ocean, the second is linod, the third is conditional reg.ru. So, when you try to download a torrent, the first one will be banned in a couple of minutes, the second - maybe never, the third one will not notice at all. Because the DO operates in American jurisdiction and always fulfills the requests of copyright holders, the rest may or may not notice for the time being, and someone does not care at all about any complaints of some copyright holders (but this often does not concern large hosters). I personally learned about this in practice - when an angry ticket was sent, now we are on Linode,
I would advise Germany and the USA to carefully avoid when choosing a server where torrents can be distributed (and it always happens when downloading by default, if nothing is specifically disabled).
And also plan in more detail for what, besides surfing, VPN can be used and find out how legal it is where you will be located

If the laws are not violated, and you do not attract the attention of special services in any way, then no one will transfer your data to anyone.
