Which countries do not require a diploma for a work visa by their law?

For example, in Finland you provide a diploma only if you have one (subject to the availability of an offer) and in Poland it seems to be the same.

Yes, almost all developed countries do not require it. You only need to provide documents on work experience of at least 10 years.
"You don't need a diploma," they were told.
